DR. EULA WILLIAMS

Dr. Eula Payne was born in Montgomery, Alabama February 6 to Wilbert and Lula Delores Payne. While she was in elementary school she moved to Richford, New York and then while in high school to Ithaca, New York.
Dr. Payne was baptized in Jesus’ Name and filled with the Holy Ghost in July 1963 at the Bethlehem Church of Jesus Christ, Pastor the late Bishop Cecil A. Malone. Upon her mother’s death, she was committed into the loving hands of the late Pastor Emma Foster. Hearing of souls wanting to be saved, she accompanied Pastor Foster to Cantonment, Florida in the summer of 1976. They lived there for approximately 12 months.
They were then sent to Enterprise, Alabama where they canvassed the neighborhood looking for souls for the Kingdom. It was during this time that Dr. Payne served as Assistant Pastor under Pastor Emma Foster working alongside Mother Bessie Moore and Evangelist Marilyn Mathis.
EDUCATION
Dr. Payne received her Associate of Arts degree from Tompkins Cortland Community College.
YEAR 1986
Entered Cornell University to pursue a degree in law. It was then that Dr. Payne was commissioned of the Lord to evangelize full-time.
YEAR 1987
Dr. Payne was ordained an Evangelist of the Pentecostal Church of the Apostolic Faith (PC of AF) in August 1987.
She served as Pastoral Assistant to her pastor, Bishop James Nelson of the Greater Bethlehem Temple Church, Baltimore, Maryland.
Dr. Payne served as a Sunday school teacher, secretary, assistant secretary, usher, and president of Junior Youth Department, choir leader, Sunday School Superintendent, Administrative Assistant, and various other auxiliaries.

Dr. Payne received her Doctoral Degree of Theology (Th.D) from the Pentecostal Bible College. In June 1994, Dr. Payne received a dual Doctoral Degree of Philosophy and Church Administration (PhD) from the International Bible College of Grace and Truth, Dayton, Ohio.
YEAR 1995

Dr. Payne was appointed the pastor of the Greater Morning Star Apostolic Church in South Boston, Virginia.
September 11, 1995
She became the Dean of the Virginia Institute of Bible Studies in South Boston, Virginia.
Dr. Eula Payne-Williams served as the 28th Episcopal Secretary of the Virginia State Council for eight years; where Bishop Clarence E. Moore is the Diocesan.
YEAR 1997
Dr. Williams was united in holy matrimony on April 5, 1997 to her prince charming, Bishop John C. Williams, Jr.
YEAR 1998
In August 1998, she was appointed to the Halifax County Improvement Council. Also in 1998 Dr. Williams was asked to run for City Council by her peers.
Dr. Williams served as secretary to the Board of Directors for the Halifax County Community Action Agency. Also appointed as Vice President to the Head Start Advisory Board, The Halifax County Recycling Board and Appointed to the Halifax County Park & Recreation Advisory Board.
Her ministry has taken her to London, England, South Africa, Jamaica, Trinidad and Tobago, Israel, and Athens Greece, almost every state in the United States giving herself to the work of the Lord and his people.
YEAR 2002
In January 2002, Dr. Williams became the President and Founder of the El Bethel Cathedral International Fellowship Conference, whose headquarters is located in London, England.
YEAR 2004

Dr. Williams became the pastor and founder of El Bethel Cathedral Ministries located at 1511 Noblin Avenue, South Boston, Virginia. At present, El Bethel is faithfully working towards building a new edifice.
YEAR 2005

Dr. Williams became the President of The El Bethel Institute of Biblical Studies with accreditation with The Accrediting Commission International, Inc, Beebe, Arkansas, where students can now obtain their Associates through their Doctoral degrees in class or ONLINE.
October 2005, Dr. Williams relinquished the position of Pastor of El Bethel Cathedral Ministries to her husband, Bishop John C. Williams, Jr., and she now holds the position as overseer of EBCM and CEO/President of the Euohn Community Development Center.
That same entrepreneurial spirit that lead Dr. Williams in the opening of the El Bethel Institute lead her in November 2005 to the opening of “EUOHN” Community Development Center, which is the umbrella of her two day care facilities, “Euohn” Adult Day Care and as of November 2006, “Little Feet” Child Day Care.
CALLED TO PREACH THE GOSPEL
Created, Called and Commissioned to preach the gospel of Jesus Christ, Dr. Eula Payne-Williams has preached both national and internationally as a bold warrior for Christ. Being a woman of prayer and dedication, God has given her the ministry of deliverance and reconciliation, making her a blessing to the lost and hurting.
PUBLISHED AUTHOR
Dr. Williams is the published author of her first book, “Bruised but not Broken". In her book she speaks of the “Hidden scars – the shattering effects of unforgiveness” and just released “The Power of Your Faith”. Her Women Conference – BRUISED BUT NOT BROKEN convenes each year in August.
Dr. Williams was elected the Virginia State Council Women’s Auxiliary President, July, 2010 and appointed as the International Missionary Christian Women Auxiliary (IMCWA) Head Intercessory Prayer Leader by President Tate in 2011.
Also in 2013 appointed as Regional II -Assistant Director. Dr. Williams is well respected and held in high esteem among her peers and family. She is never too busy. She is never too tired. Her heart is always on the work and the people of the Lord.
